Apple Japan met with Japan's Ministry of Internal Affairs and Communications to ask that existing discount restrictions be lifted for 5G-compatible phones, Kyodo reported on Monday citing an anonymous Apple representative.

Apple reportedly believes that 5G usage is lagging behind other countries such as South Korea and wants to incentivize it by offering higher discounts. Kyodo cited an Apple representative as saying that the 5G communications infrastructure is inseparable from the terminals, noting that "as the highway (infrastructure) gets better, we need a car (terminal) that runs there."

The current law states that the maximum discount rate for handsets sold as part of telecommunication contracts in Japan is ¥20,000 to avoid high communications charges due to excessive price cuts.
